The Marquis of Hartington has declined to accept the Premiership or the leadership ia the House of Commons, as he believes that he can be of more use to the Government outside the Cabinet. To-day it is stfited that the Chancellorship and leadership of the House of Commons has been offered to Mr Goschen, who, with the support of the Conservatives, will contest the seat for the Exchange division, Liverpool, rendered vacant by the death of Mr D. Duncan. An article in the Times ou the political crisis implies that the protests of the Conservatives have prevented the Marquis of Hartington joining a Coalitian Ministry. January 3, The leadership of the House of Commons has not been offered to Mr Goschen, as previously He has, however, been offered the position of Chancellor to the Exchequer, which office both the Marquis of Hartington and Mr Chamberlain have urged him to accept. Mr Chamberlain is endeavoring to bring a re-union between the followers of Mr Gladstone and the Unionist Liberals. A letter of Mr Gladstone's is published in this morning's papers, in which he states that he appreciates the motives that caused Lord Randolph Churchill to resign. He urges Liberals to adhere to their present policy, while seeking the opportunity for a re-union ef the different sections of the party. Lord Hartiugton will form a Coalition Ministry if Lord Salisbury is compelled to resign. Received January 4, 1 p.m. London, January 3. It is announced that Goschen has conditionally accepted the position of Chancellor of the Exchequer, and he will have an interview with Salisbury to-day to arrange the terms upon which he will enter the Cabinet.
