RESIGNATION OF LORD RANDOLPH CHURCHILL. By Electric Telegraph.— Copyright. [rkuters teleorms.J London, December 23. Lord Randolph Churchill, Chancellor of the Exchequer, has resigned, declining to embody in the Budget the Army and Navy Estimates, which he regarded as excessive, and not required by the condition of foreign affairs. He also expressed disatisfaetion with the Conservative legisI lative programme. The Times con- ' siders the resignation of Lord Randolph Churchill as ill-timed and I imprudent, and advises a coalition ' between the Conservative party and Lord Hartington, who it suggests should be leader in the House of Commons. Later. i The Marquis of Salisbury supported | the estimates but Lord R. Churchill regarded them as uncalled for in the 1 present state of foreign affairs. The Times reviewing the situation, considers that the reconstruction of the Tory Cabinet without the introtion of new blood will not be permanent.
