WAR PREPARATIONS. By Electric Telegraph. — Copyright. [REUTKItS TELEGKMSj London, Dceember 22. An article appears in the Berlin Post supposed to be inspired by Government, stating that Germany cannot rely on the friendship of Russia whilst the latter continues to mass troops on the frontier and coquette with France. With the exception of the Daily News, the English Press considers the situation on the Continent is becoming grave. Numerous vague rumors are circulated as to the increased armaments by Austria and Russia, who are reported to be preparing for war in the ensuing spring.
