[By Electric Telegraph.— Copyright ] Tbeittebs trlegbamsl London. December 13. The homeward Australian mails, from Melbourne, November 4, were delivered iD London, toaday, via Brindisi. It has been officially notified to the foreign office that M. Flourens has been appointed French Minister ot Foreign ' Affairs. The Agents-General consider it im« probable that the Prince and Princess of Wales will accept the invitation of the Victorian Government to visit Melbourne for the inaugural ceremony in connection with the Centennial Exhibition of 188^. A statement has been published that it has been agreed to reduce the British forces in Egypt to five thousand men and the Egyptian standing army to ten thousand. Sir Arthur Blythe has received inquiries regarding the mining regulations in force in the Northern Territory of Australia. These inquiries are made j with the object of ascertaining whether they are favorable to the establishment of mining companies. Germany and France will not be officially represented at the Adelaide Jubilee Exhibition as they were asked too late. General Kaulbars, who arrived at St. Petersburg on December 1, has been promoted. General Bousart von Schellendoroff, Prussian Minister of War, has refused to explain the foreign policy of that country as he thinks it would imperil general peace. December 15. General Boulanger, French Minister of War, and Admiral Aube, Minister of Marine, are intent in their demand for £22,000.000 to complete the military and naval defences ot France.
