General. Kaulbars has presented an ' ultimatum to, the Government, complaining of the treatment of the Ru -. Bian subjects in Bulgaria, and of the general terrorism which prevails in the., country. The ultimatum declares: that if a sufficient answer be not returned within three days the Russian agent will leave Bulgaria, taking with him the Consular staff, and that tho Regency will be held responsible f or * the Consequences. In reply, the Go-* vernment have requested General I Kaulbars to supply 'them with the nameß of the Russian subjects who I have been molested. St. Petersburg, October- 30. : The despatch of Russian war vessels -■ to Varna is for the purpose of demanding the release of all persons .. implicated in the arrest and deposition' of Princo Alexander.
