[BBUTBE'S TKLKOEAMB.I London, August 21. The debate on the Address-in-Keply was commenced in the Commons last night. Mr Gladstone spoke and disclaimed any intention ef pro* posing an amendment. He appealed to Ministers to announce their policj with regard to Ireland. Lord Randolph Churchill made a speeoh in whioh he stated that Government deemed it unnecessary for Parliament to be summoned before February next to deal with Irish affairs •r ether business. The debate was adjourned till next sitting. Mr I. F. O'Connor denounced the polioy •£ the Government, and denied that the rejection of Home Rule was irrevocable. He maintained that it was impossible fer Irish peasants to pay thejudicial rents. Sir William Vernon Harconrt condemned the proposal of the Government to deal with the disorder in Ireland without redressing grievances. He ridiouled the idea of a similar form of local self-government being given to England, Scotland, aad Ireland. The debate stands adjourned until Monday. Fergusson, a supporter ef Gladstone, has been elected for Leith by a huge majority.
