OPENING OF PARLIAMENT. MORE TEOUBLE WITH RUSSIA. SEIZURE OF BRITISH SCHOONKRS. BULGARIA AND SERVIA ARMING. RIOTS IN BELFAST. (EBUTEH's TELKGBAMB.) London, August 19. News from Afghanistan states that the Afghans declare that they will not yield Kala-i-Khumb, a town on the Affbam frontier, to Russia. Russia is heavily fortifying Batoum, on the Black Sea, and strong reinforcements are being despatched there. Parliament was f ormaly opened to-day the speech was Tery brief. Owing to the past labours of Parliament this year. Her Majesty recommended that only financial measures be considered during the session now opened. Tenders for the Palmerstoa North (New Zealand) municipal loan of L 50.000, minimun 98, were opened to»day. Only L 40.000 was offered, and the balance remains open for subscription. The Indian and Colonial visitors, now on a visit to Ireland, proceeded yesterday from Dublin to Powerscourt Castle, at Enniskerrj, the seat of Viscount Powerscourt, where they were entertained at Innoh by His Lordship. The party afterwards drove to Bray, the seat of Earl Meatb, where a banquet was given in their honour. The New Zealand Midland Railway will be commenced from Greymeuth. Tho London Daily News of this morning emphatically declares that it is the duty of Sir Michaei Hicks-Beach to aid in repressing the •' blood-thirsty violence" of his colleagues, notably Lord Randolph Jhurchill, who " deliberately," and " with malice aforethought," encouraged the aggressive attitude of the Irish Constabulary during the disturbances in Belfast.
