On the motisn for the third reading, Major Atkinson said he hoped the ' ■ Premier would pluck up courage, and , when he said he was in faVor of limited borrowing to stick to it, and noi let the Treasurer interpret his word* for him. Ministers had increased the -■; ordinary Estimates, after making er- -. cry allowance fer shrunken railway . . returns and a natural increase in the education rote by £27,000. Despite the Treasurer's assurance,, permanent . charges had been increased by no less than £123,000. The Treasurer 'had brought into force the first poor law * they had known in New Zealand. %' The Premier said Major Atkinson, had devoted more to last session than this, and it apparently took him a year to get up a speech. He denied ... that they had "been extravagent. On theoontrary, they had made savings. . despite the heavy defence charges and' increase of population, in the working: expenses of railways, stamps, justice, and other ways. As to borrowing, the first thing, in order to taper off, was to make the country districts . understand that they must provide funds for roads, &c, themselves. / August If. AKSWEBB TO QUESTIOWB. Dr Newman asked the Government whether they will call for tenders for the new printing office immediately, in order that the buildings may be finished before next session. — The Hen. Mr Bichardson said the Governmont had not yet decided when tend* era would be called.— Dr Newman moved the adjournment of the House. He said the Minister's reply was very unsatisfactory. — Messrs Fisher and Bruce supported Mr Newmans proposition, and thought that a new print* ing effice was urgently required.— Mr Bmith also supported it. — The motion •■ for the adjournment was put and lost. . Dr Newman asked the Minister ef Defence if he will forthwith appoint a commission to inquire into the chums of the old soldiers for grants of land. — TheHon Mr Ballance replied that the Government intended to appoint a commission for this purpose.
