The Council resumed at 7.30. - The second reading' of the Loan Bill was postponed, and made the order for to-morrow. Sir Frederick Whitaker, in connection with this subject, gave notice, on : the second reading keing called on, to .. move the following motion : — £hat ' the bill be referred f a select committee, to ascertain whether the several railways specified in the schedule •; hare been authorised by a speoial act as required by law; also as to any of the railways that are not new, to the state of trunks thereon, and* to report fully thereon to the Council; the committee to consist of Messrs Pollen, Holmes, Johnson, Menzies, Reynolds, Miller, Shephard, Wilson, and the mover, to report before Monday nest.; '■ The Council then adjourned until 'next day. , August 5. In the Council, Mr Reynolds moved the second - reading of the Loan Bill, and in doing so expressed a hope that it would be passed this session.— -Mr Whitaker opposed the xdotion, on the ground that certain railway lines in the bill had not been authorised by Parliament After a discussion, the bill was referred to the Select Committee. , The Government Loans to Local I Bodies Bill was road a first time. i Tho Council then adjourned.
