■ Wbllingtoit, August 6. The House met at 2.30 p.m. ; ANSWERS TO QUESTIONS. Replying to Mr Oraond, who .asked when will the snort piece of line required to complete the Napier railway to- Woodville be let, and will the contract provide for the completion of the' line t» Weedville in February next, and when the contract for the section now in course of construction is to be completed, the Hon. Mr Bichardson said the specifications' were now ready and he replied to the fatter part of the question in the affirmative. Beplying to Mr Taylor/ ' the Hon. Mr Bichardson said the Government had not interfered in any way with the' payment of permanent laborers in the employ of Government; temporary laborers were only to receive 6s per day, r while permanent hands received 6s 6d. . DISTBICT BAILWAYS The House went into committee oh the District Bad ways Purchasing Act Amendment Bill. Mr Montgomery moved, That the amount of £35,000 which it was proposed to pay in cash be struck out.— The Hon. Mr Bichardson hoped no large reduction would be made. ' August 6. . : ■ . OOTVBKHEKr INBTJRANOE. The Government Insurance Bill was further considered in. Committee. A lengthy discussion ensued on clause 7,' which provides that in the commencement of this Act all rent and personal property of the association shall vest in the Queen, and the rights, &c., of the association shall be vested in a commissioner.—- Sir Julius Yogel proposed to add to the clause a new proviso, that money should be voted by the House for all sites and buildings in ; future, but withdrew it after seme discussion, in order to introduce it as a new clause. — Glaus* 7 . was then ' passed, slightly amended. — On clause 8 being readied, providing that officers of the association shall be in the Civil Service, Mr Montgomery said that he had not moved for the appointment during the good behaviour of the statutory officer, because he found the feeling of the hon. members, whose opinion he valued very, highly, iras against it.— ln clause 11, that moneys may bo lent to pelicyholders and on mortgage, Sir Julius Yogel moved an J amendment, That no one loan on, mortgage shall exceed' £4ooo. This Was lost, but after Sir J. Yogel moved that £5000 be inserted, which was' carried on ; the voices.— Mr Trimble moved te strikeout "Thai applications to borrow loans not exceeding £500 shall have priority over applications for larger sums."— A discussion ensued, which was interrupted by the 5130 adjournment. This Day: Public Works Estimates.— Class 1, Emigration, £19,200, was passed. Class 2. Public Department. £14,000, Wai jawed. Class 3, Kailways, £16,400. was passed. Class 4, Roads, £317,600, was passed. Class 5, Waterworks on Goldfiolds. £15,100, was passed. Class P, Purchase of Native Lands, £20,000.— Mr Bryce hoped the system of purchasing by obmmission would be discontinued.— Mr Ballance Said 'the system had been confined to land withia 'he bou;idanes o£ the Northern Trunk line, and only continued for six months/ Class 6, Purchase Native Lands, £200,000, was passed. Class 7, Telegraph Extension; £21,700, •w as passes ' . - Progreira was reported, fend . the House rose at 2.10 a.m. . .
