The Fielding Star. SATURDAY, AUGUST 7, 1886. The Borough Pound

At the last meeting of the Boreugh Council, as will be seen from our report of the proceedings published today, a P*und Committee! appointed at the previous meeting, brought up their report, which was duly read- te the Councillors by the Acting-Mayor Cr J. C. Thompson . For some reason or other the adoption of (the said report was not moved by the Chairman, or even by any member of the Committee • The only movement that in any way could be said to T c associated withit, was a proposition from Councillor Fowles to the effect that applications be called for the post of poundkeoper, the sue-: cossf ul applicant to pay £4 per annum in advance. An amendment was proposed by Councillor Eabe, and seconded by Councillor J. 0. Thompson (the Chairman of the Pound Committee), "That the recommendation *of the Pound Committee is not satisfactory, &c." After some discussion the amendment was put. The voting was even. Ayes, Councillors Eade, J., C. Thompson, Foster, and Bishop; Noes, Councillors Fowles, Worsfold, Bartholomew, and P. THOMSON. The Chairman gave his easting vote with with the ayes. The singularity of the whole proceeding is tkat Councillors J. ;O. Thompson and Bishop agree to a report, and when it is presented to the Council to be accepted as the outcome of the collective wisdom of a special committee, of which they are a part, vote dead against it. Why the document was presented at all is a wonder to us, because . according to this, out of the five votes of the Com-mittee-^-including the casting vote of the Chairman — 'three of them were f adverse to the report. Yet, strange to lay. it is signed as having been adopted without dissent. There is manifest inconsistency here on the part of Councillors J. G. Thompson and Bishop. No doubt Councillor J. O. Thompson was acting in a dual capacity as presiding officer in the absence of the Mayor, and this may in some measure account for his action. But his blear duty was to have given his casting vote against the amendment in accordance with precedent. Then the report should have been referred back to the Committee for reconstruction, an d the whole matter would again have been subject to debate at another meeting of the Council.
