' [beutebs telegrams.] Received April 8, 0.40 p.m. • London, April 7. ; A collective note from the Great ' Powers has been forwarded to Greece notifying the signature of a protocol dealing with the Roumelian difficulty. In conveying this information, the Powers strongly urge Greece to abandon her warlike intentions. It is believed Prince Alexander, of Bulgaria, will acquiesce to the terms of the protocol, and and aeeept the governorship of Roumelia for a period of five years. At the wool sales to-day 11,900 bales were offered. The market is quiet. London, April 6, At to-day's Colonial wool auction, a catalogue of 11,200 bales was submitted to a quiet market.
The Australian mails per P. and O* Company's E.M.S. Ceromandel, which left Melbourne on February 25, were delivered here to-day, via Brindisi.
In the House of Commons last night, Mr Osborne Morgan, Under- Secretary for the Colonies, stated that he had received replies from the Agents-General stating that the emigration proposals submitted to them were receiving due consideration at the hands ot the colonial Governments. Mr Morgan added that, pending definite replies, arrangements were being made tor the establishment of an Emigrants' Information Bureau in connection with the Colonial Office.
M. Delyaanis, the Greek Premier, proposes to raise a large loan, not, however, he explains, for the purpose of carrying out a war policy.
The Pall Mall Gazette advocates the establishment of a cheap slow post between England and Australia.

Prince Alexander, of Bulgaria, maintains a defiant attitude against an attempt to limit the term of his governorship of that country.
Earl Granville expects that Sir Arthur Gordon will explain his attitude towards Mr John Bryce, which was mentioned during the late libel actien.
Pending the delivery of the Budget, the money market remains in a state unfavourable to the issae of new loans.

The Eussian squadron, which proceeded to Smyrna to revictnal, has returned to Suda Bay.
A protocol has been signed, providing for the appointment of a Governor of Eastern Eoumelia for a term of 5 years:
