A discussion took place yesterday in the House oE Lords on the question of a universal penny postage throughout the British dominions. Lord Welyerton, Postmaster General, stated he had under consideration a scheme tending in the same direction as the proposal put forward in the House of Commons by Mr Hehneker-Heaton, and added he had reason to believe tbe argument would prove satisfactory to the colonies. , The Daily News to«day, states that Russia threatens to occupy Bulgaria in the event of Prince Alexander declining to yield to the Russian demands with regard to the governorship of Eastern Roumelm. Mr Jesse Collings, M.P. for Ipswich, has tendered his resignation. London, March 30. The Prince of Wales and the Duke of Connaught have paid a visit to the | Indian and Colonial. Exhibition, and referred in commendatory terms to the progress made by Australia. It is reported that 70 Whigs and 40 Radicals will oppose Home Rule for Ireland. The Greek Chamber of Deputies meets at Athens on Friday, when it is expected they will grant a forced currency. It is suipected that France and Russia are instigating Greece, whs expects that the Powers will abandon coercion. While the ; Powers are undecided amongst themselves as to what action to take, Prince Alexander of Bulgaria, is taking steps' to strengthen the Roumelian frontier. Hopes are entertained at Athens that an alliance may be effected with Prince Alexander. The Continental bourses are depressed. The frozen mutton by the Kaikoura realised s£d. England insists on Rapa being surrendered by France to her, and also on freetrade in the New Hebrides. The betting on the Oxford and Cambridge boat race is even money. In Vienna it is feared that Russia, in intervening in the settlement of the Bulgarian question, will resort to arms. The Marquis of llartington and Mr Chamberlain are parleying with a view to arranging an alternate policy for Ireland. April 1. Karl Rosebery, Secretary of State for Foreign Affairs, informed the House of Lords to-day that the Russian squadron had only gene to Symrna, for the purpose of revictualling, and would immediately rejoin a combined fleet at Suda Bay. Lord Rosebery added that Russia was prepared to cordially co-operate with England as to the movements of the squadron. The revenue returns for the financial year are just published, and show a decrease in the Customs revenue of £500,000, and in the excise of a million as compared with the preceding twelve months. Bbusbels, April 1. The disorder now has subsided throughout Belgium, the industries of the country reverting to their normal state.
