TO THE EDITOR «F THE STAR. Sib, — I see by your report that the Borough Council has again Jbeeu " considering" the question of-appro-priating the balance, or some portion of the balance, of loan fund. ' ? Would it not be more business-like — more becoming and dignified on the 7 part of those Councillors who appear to be so very anxious to appropriate v " this balance (I won't say to themselves) — to ascertain in the first instance what the balance is, or may be? I think the ratepayers who voted for the loan, and who will have to bear its liabilities — and who did so under certain specific arrangements for its disposal as per schedule — have a right to know whether the works mentioned in said schedule have been carried out, to a satisfactory and successful issue or not, before any attempt is made to deal with balance. . Has the Council entered into contracts for the execution of all works necessary for the construction of the* streets scheduled ? If not, it is certainly inadvisable for them to discuss the question of how to appropriate balance. — I am, &c, J. M. HIGGIN.
