On the evening of the same day, a second spring was brought in "to be advertised." The moral of this is that the Borough by-law in the respect of lamps is more respected than it was. To-morrow in Wanganui, leases of Small Grazing Runs, in the Wanganui, Tuhua, Murnnotu, and Rangitikei Districts, comprising about 84,000 acres, will be submitted to public auction at the Masonic Hall. We have to acknowledge receipt of a pamphlet entitled " Stockwhip," Slash No. I, printed by Mr Angus Turner, of of Christchurch. It is published in the interests of Protection, and also supports the establishment of a State Bank for the colony. In the number before us the author taunts the Ministry and Moneylenders with their cowardice in failing to accept his challenge to discuss the latter question. In fact he challenges everybody, great and smalL Before making up our mind as to whether the thing is to be taken seriously, we will await the receipt ©f Slash No. 2. The actual number of competitors from various parts of the colony who may be expected to attend the approaching meeting of the New Zealand Rifle Association is not yet definitely known ; but the following numbers wo believe may bo taken as a fair approximation: —Auckland, 36 ; Thames, 17; Wanganui, 50; Wellington, 30; Otago, 30; Napier, 13 ; New Plymouth, 13; Masterton, 11; Martou, 9; Waverley, 7; Nelson, 6; Canterbury, 5 ; Hawera, 3 ; total, 230. Yesterday an impudent theft was committed at Mr Brown's drapery establishment, by a man .named Jack Paine, against whom there are several previous convictions. It appears that in the morning he stole five shirts from the piles of goods exposed at the door of the shop. He was so pleased with the quality of the goods that he came back in the evening and selected six more. In the interim he had been offering the first lot for sale at such low rates that suspicion was excited, and Mr Brown was made aware of his loss, j On theoccasion of the second visit Mr Brown was on the alert, and collared the thief in the act. He detained his prisoner until Constable Meehan arrived, when Paine was escorted to the lock-up. He will be brought up to-morrow before two J.P.'s. The Manawatu Times of yesterday i says: —"We observe that Feileling has selected March 3rd, the day of the Manawatu Race Meeting, as an appropriate one foa holding its local Horticultural Show. Feilding does not profit by the lessons of experience. Surely someday might have been selected which would not clash wjth the Palmerston racesparticularly as the Racing Clubs have arranged matters satisfactory. We do not wish to see Palmerston retaliate by similar action on Easter Monday, but it must be admitted that provocation has been given. Sister townships should endeavor to assist each other and not set up opposition." We are glad to say that our contemporary is in error. The date of the Flower Show was appointed twelve months ago, when the committee could not be aware of the date of the Palmerston Races. However, he will see to-day that the Mayor has proclaimed March 3rd a public holiday to enable the Feilding people to go to the Palmerston Races. The following amusing scene is supposed to have been enacted at a Cabinet meeting when certain proposed reductions in the Civil Service were being considered. A list is before the assembled honorables. Tape and Tallow Department —Chief secretary, £800; assistant secretary, £500; deputy assistant secretary, £350; accountant, £150. "Well, we must dock the chief secretary £100, anyway." Head of Department: " Can't be done, sir ; he is first cousiu to the Premier's wife !" " Well, we must reduce the assistant secretary." "Same rule applies here, sir; his mother used to wash for the Colonial Secretary !" " Confound it, man ! somebody must suffer; let's take £50 off tho Deputy." ' 'Would like to meet the views of the Cabinet; but the Deputy is married to a former governess of the Com-mander-m-Chief, so that would never do." " Well, we must dock the accountant; ho has no friends." "That is utterly impossible ! Be does (he work." — Tableau! This anecdote does not apply to New Zealand, of course.
