[fiEUTEBS TELEGRAMS.] Sydney, February 5. Large quantities of tea are being remeved from bond in expectation of an increase in the duty. Melbourne, February 8. The Government are in receipt of a telegram from the Secretary of State for the Colonies to the effect that there is no change to report in Samoan affairs, and that Germany has renewed her assurances that the annexation ©f those islands is not intended. A fatal boiler explosion has been reported from Ballarat. An ammonia boiler at the Ballarat Ice Works burst and totally wrecked the building. A man and a boy were killed, and the proprietor of the factory now lies in an extremly critical condition. Hobast, February 8. The Federal Council has been formally adjourned. The representatives of the various colonies have left for home.
