MR GLADSTONE'S ADDRESS.

Received February 5, 1.45 a.m. London, February 5. Mr Gladstone lias issued an address to the electors of Midlothian on the occasion of his coming before them in eonseqence of his assuming office. In his address he states it is the duty of the fioTernment to carefully examine the social state of Ireland, more especially with regard to agrarian crimes, fulfilment of contracts, and the present low prices upon farming interests. Mr Gladstone states the chief hopes and purpose of his Government will be to examine whether or not it is feasible to try some method of dealing with the crisis by going nearer to the seat of the mischief.
