Ik the Borough Council to-night the subjectof footpaths to be formedin certain streets in the Borough, will come up for consideration. We trust that the debate will be conducted entirely on the merits of the case; all private feelings and interests being forgotten in a common desire to assist in the progress and prosperity of the Borough. The necessity of these works, especially in Kimbolton road and Manchester street, has long been admitted. Where the money is to be obtained will actually be the point on which Councillors will have to satisfy themselves before they can be justified in voting it away by authorising the works to be done. As soon as that is dear, and the money available, we think no delay ought to be allowed. There is an impression abroad that no money from the loan can be expended in the formation of footpaths until the whole of the streets in the Borough have been made. We believe that something of the kind was understood, but was not added as a condition to the schedule of works to be done under the loan. In the schedule published it was notified that the loan be spent as follows :— 810 chains at £6 . . . . £4860 Kiwitea Enbankment . . . . 40 Manchester bridge . . . . 150 Expenses and contingencies . . 550 Overdraft 400 Total £6000 Manchester street was allotted 42 chains or £252, and for the bridge, £150, total £502. Deduct from this £300, the cost of the bridge, leaves £202 to be yet expended in the improvemeut of the street. The engineer's estimates, which will be produced to-night, will show how far this sum will suffice for making the road and leaving a margin to he spent in footpaths. If the £150 extra charge for the bridge is recognised as general work to which the whole should contribute a share-— and tile circumstances under which this expenditure was
made compulsory would certainly justify this view— then the amount to be expended would bis £362. It is not necessary for us to say anything about the Kimbolton road as the footpaths immediately necessary there, are about to be formed by private enterprize. We hope that Councillors will be able to have the footpaths made ia
Manchester street, not only as an iin provement to the town, but as a means of precaution to prevent the useless waste of human life, which may result from accidents to women and children by the passenger and vehicle traffic being confined to th« open road.
