NATIVE LAND DISPOSITION BILL.
The Hon. Mr Ballance moved the second reading of the Native Lands Disposition Bill, and explained that the bill was to prevent native lands falling into the hands »f speculators, and also to provide for the settlement of land during the recess. The bill violated no native rights, and better term a were offered to the natives by placing their land in the open market. The bill was based upon repeated expressions of opinion in the House, and was intended to benefit the great mass of the public of the colony. This Dayi; Mr Bryce said the utterances of ihe Native Minister in the Waikato meant a good deal, but his promises could never be fulfilled. He objected to the committee ' system, and denied that the present com*mittee had the same power as it w&p proposed to give under this Bill. He contended that not one yard of the North Main Trunk line should have been commenced until the colony had a substantial guarantee in the shape of a large amount of land being acquired. The Bill might be made workable in committee. He gave the Native Minister every credit for sincerity in bringing down the Bill.
