The Argus to-day suggested that the Government should offer to send money instead of troops for the Soudan, as the Victorian forces may be required for local defence in the event of a Russian embroglio. Cairo, March 7Lord Wolseley has issued an address to the troops under his command, saying he hopes to lead an army into Khartoum before the end of the year, and that in the meantime preparations must continue to be made for an advance in the aatumn.
