[Ei'UTEE's TELEGEAMS.j Brisbane, November 14. A bill providing for the payment of members was read a second time in the Assembly last night. Her Majestys gunboat Swinger, which has arrived from Cooktown, announces that the- protectorate over New Guinea was proclaimed on the 6th inst. The ceremony was a very impressive one. Five ships of war wore at anchor off tho shore, and fifty nativo chiefs were present. ; Melboubnb. November 14, The Agent-General in London telegraphs to the Government that it is not probable that tho Federation Enabling Bill will be introduced m the Imperial Parliament during the present session. In the cricket match commencing today between the All England team and eleven of Victoria, the latter will not be composed of any members of the Australian team who have returned from England. .
