Feilding Borough Council.

m -.j An ordinary meeting of the Council: was held in the Council Chambers oa. Thursday evening last. Present—the^ Mayor, and Crs Richardson, Worsfold, Giihard, Nicholas, Thompson, Fowleaf and Carthew. The minutes of the previous ordinary meeting were read and confirmed. The Mayor said he hai much pleasure* in informing the Council that the second instalment of tho loan, viz., tho sum of £2000, had been remitted to the Bank * to the credit of the Council. A report was read from the Engineer ro the diversion of tho stream on Mf Hopkin's property in Eassell street, and stating that plans &o. were prepared for Derby and Beattie streets and Railway line which wore now ready for metalling. Cr Thompson proposed, and Cr Gichard secondod, that tenders for metalling Derby street, Beattie street and Railway line be advertised for. Carried. Alternative plans for the improvement of Manchester Square, prepared by tlte Engineer in accordance with a resolution passed at the last meeting, were laid upon tho table and inspected by the Council. • :.j Considerable discussion followed. Cr Carthew advocated carrying out those improvements which, to nis knowledge, were in accordance with the wishes of the larger portion of the ratepayers, and-' suggested the adoption of the plan with the road through the centre of the Square instead of round the sides of it. The Mayor advocated the road round the Square, leaving the centre as a plot of grass. He pointed out tbat the property holders on the Square had purchased such properties on the distinct understanding that there would be a road round the Square, and be considered it manifestly unjust not to hare the road made according to that plan, • Cr Thompson opposed the road rotind the Square, as did also Cr Richardson, who said the wilh of the majority of tKe " burgesses should be oonsulted, andhe should strongly oppose the plan ( for the \ road round the Square. Cr Carthew moved, and Cr Nicholas * seconded, That the consideration of the plans prepared by the Engineer for the' improvement of Manchester Square standover until next meeting, and that tho Engineer be requested to supply estimates of the two plans. ....... The plans were now numbered 1 and 3 respectively. Cr Thompson moved, as an amendment, ' That the plan numbered 1 be adopted, aad spoke strongly in support of hiar motion. Cr Richardson seconded the amend- : ment. 'A The amendment was put and negatived. The original motion was then pnt and a division being called for, fire* hands were held -up m its favor, and it was";' declared carried. The report of tho Finance Committee, recommending the payment of aoconnts ; to the amonnt of £205 10s lOd, was read, and adopted. A letter was read from the secretary - of the Wanganui Hospital Committee re tho next meeting of said committee. The Council did not deem it necessary J to send a delegate to the meeting. The monthly return of the Borough Poundkeeper was read, stating the num. ber of animals impounded to be 65, the amount received for poundages £6 Is* and the amount due to the Council £3 ss. A letter was read from Messrs Prior -. and Sandilands re the erection of a balcony ; by Mr Hastie, of the Feilding Hotel. Permission was granted to Mr Hastie for the erection of a balcony as requested. ,Cr Thompson moved, and Cr Fowles'*' seconded, That a report be prepared; of V all tho rates in arrears for twelve months' or more. — Carried. . A petition was read from Messrs Hubner and Rink praying that ths - Council to" have a . road formed to. their ,.. i properties near the Railway. Line. . „.- rA I The Mayor said the road was rapt in A : the schedule of works, and the Council' i had no power at present to do the work. property in consequence of the diversion bs a stream. A half-yearly statement of the Borough receipts and expenditure, and memo from the auditors re the same, wero then read and placed on the table. The following tenders were thon opened for the woiks in North, Queen, and Grey Streets as advertised :—T. Taylor, and Co., £38 17s ; T. A. Price. £29 10s. The tender ot Mr Price was accepted. Cr Thompson moved, and Cr Nicholas seconded, That tenders bo called; for. supplying metal, and for doing the carting for the Council. Cr Gichard suggested the calling of tender? for maintenance, and for that purpose dividing tho Borrugh into wards, j x>r districts. j Cr (>;arthew suggested the matter being ] referred to the Public Works Committee ; for them to report upon. Cr Thompson j having withdrawn his motion. It \yaa proposed; by Gr Carthew, and Cr W'orsfold seconded* That the Public Works Committee be requested to report at. the n«*xt meeting as to the desirableness or otherwise of letting the maintenance of tho *oads by tender.— Carried. Cr Carthew moved and Cr Nicholas •seconded, That tho Clerk inform Mr J. Whisker that his letter will have the consideration of the Councd as a soon t*ie Engineer has presented his report on the matter referred to in said letter. — Carried.
