He proposed a House consisting of four members, two for each Island and that the Premier should carry on the whole Government business dur ing the recess ; that there should be m Native Ministry and no Armed Constabulary ; that the present Waste Lands of the colony should be distributed gratis amongst the present inhabitants who haye had all tie hardship, he also proposes other radical reforms.
