Fading Borough Council
An ordinary meeting of the Council . -was held in the Council Chambers or Thursday evening. Present — Tht Mayor, and Crs Eichardson, Worsfold Fowles, Carthew, Goodbehere, Higgin Thompson, and Rutherford. The minutes of the previous ordinary meeting were read and confirmed The monthly report of the Finance Committee was read and adopted. The wportrecommended that the accounts amounting to £95 10s lOd be passed for payment. Plans and specifications for the for ■: 'matron and metalling of Derby streel were submitted by the Borough En . eineer. The Borough Potmdkeeper sent 8 blank sheet, in lieu of a report, there having been no impoundages during the past month. A letter was read from Mr W. Stevens, complaining of Mr James H jvey having driven, six head of his cattle to the public pound. The money was tendered by Mr Stevens 1 B on before the animals were already impounded, but the poundkeeper had refused to receive it. Mr Stevens was present, and after a discussion he was informed that the Council had no jurisdiction, and that his remedy lay in bringing the matter before a Justice of the Peace. The following report of the Banger Committee was read : — Your committee beg to report that they have drawn up the following rules for the guidance of the Eanger in the execution of his duties. 1. That the Banger be instructed to etrictly carry out bye-laws numbered 31 and 34 within the limits of North, South, East, and West streets. 2. That he impound all animals wandering at large on all formed and improved streets outside the boundaries above specified, but within the limits of the Borough boundaries. 8. That in cases where it is found impossible to impound animals, the Eanger be authorised to issue summonses against the owners, such authority to be given in writing under the hand of the Mayor. 4. That the Eanger be appointed subject to any modified instructions which the Council may at any further time deemed necessary. J. M. Higgin, Chairman. The Council then resolved itself into, committee for the purpose of receiving the applications for the combined oflices of Banger and Inspector of Nuisances. There were nine written applications, viz., A. Guthrie, E. Worsfold, T. A. Price, E. H. Wright, J. H. Blackmore, C. Wallace, J. S. Fowles, W. Hammond, and J. Turner. The Council, on resuming its ordinary sitting, ratified the recommendation of the committee that Ch«arles Wallace be appointed to the duties of Banger and Inspector of Nuisances, the appointment to date from the 19th instant. A letter from Mr Belfit calling attention to a hole near his property in Warwick street was read. Resolved, That the matter complained of in Mr Belfit's letter be referred to the Public Works Committee. A circular letter from F. A. Morgan, Beoretary of the Municipal Association of New South Wales, re the lighting of the Borough with gas was read. Besolved, That a month's notice shall be given on either side to terminate the engagement of Banger and Inspector of Nuisances. Resolved, That the next meeting of the-Council be held on Thursday, 19th instant, at the usual hour and place. The Council then adjourned.
