Feilding Borough Council

An ordinary meeting of the Council was held m the Council Chambers on Thursday evening last. Present—The Mayor and Crs Goodbehere, hutherford, Higgin, Carthew, Worsfold, Thompson, Loudon, and Fowles. Th? minntes of the previous ordinary meeting and of the special meetings were read and confirmed. The following report of the Finance Committee was read, and on the motion of Cr Thompson, seconded 'by Cr Worsfold, was adopted :—■„,. In view of the necessity arising for the Council to make the general and library rates at an early date,~the committee have, in accordance with the 109th section of the Municipal Corporations Act, 1876, prepared a statement shewing the estimated income and expenditure for the current financial year, and herewith sabj mit the same to the. Council for approval before it is published. . •? | The attached schedule ,••; o f accounts? amounting to £291 8d is also submitted, to the Council, and recommended fer payments Hitgh L. Shbbwim. Or London suggested*! that as the Library was not altogether self supporting a decrease be made in tne number of periodicals. ; " Cr Thompson thought that it ought not to be an understood thing .for the Library to support \\se\f, and tbat if need be its funds should be subsidized out of the ordinary fund. The general feeling of the Council was that it was not desirable to decrease the expenses of the Library and Reading Room, although there were one or two periodicals which might be done without. Cr Loudon moved and J Cr Rutherford seconded, That the estimates as read be adopted. — Carried. y A petition from fourteen /ratepayers io Manchester street praying ior the covering of the drain in Manchester street and other improvements, was read, and a resolution was passed that it be received. A letter from Messrs Baker and Hankins with bill Si costs re Messrs Thompson aud others was read. ' ' Resolved oi the motion of Cr Higgin, seconded by Cr Loudon, That the account of Messrs Baker and Honkins be passed for payment.— Carried. Mr Gichard wrote re his legal expenses in defending the action taken against him by the Council, and enclosing Messrs Prior and Sandiland's account. Cr Loudon moved and Cr Goodbehere seconded, That Messrs Prior nnd Sandiland's account against Messrs Rutherford and Gichard for £1 Is and £1 lis 6d respectively be paid by this Council. Considerable discussion followed. Cr Carthew held that if the parties had been put to legal expense by the Council the Council ought to pay the costs, Cr Goodbehere contended that action was taken without the Council'sauthority. His opinion was that the summonses were illegal, and that the expenses ought to bo paid. Cr Thompson moved, and Cr Carthew seconded, That considering the nuisances complained of against Messrs Gichard .Rutherford did exist, for which the summonses against those gentlemen were taken out, that thoir expenses be not paid by this Council Cr Thompson submitted that the Council had no right to deal with the the ratepayers' money in the way proprosed. Cr Higgin, in speaking to the amendment, held that as the Council had evidently made a mistake, iu tlie matter of the summonses, it was only a matter of justice to the parties concerned that their costs should be paid: 7 vc/tf The amendment was put aud negatived, Crs Thompson, Carthew, and Fowles only voting for it. .. r ' 7> The original motion was then put and carriedby five to three. A request from Mr. Gichard to be allowed to boil down' fat on his premises in Manchester street was read. A resolution and an . amendment on the subject were moved and seconded, bnt after some discussion these'were by eonsent of the Council withdrawn, and it was resolved tbat Mr Giehard's letter be received, aod that in the matter of his request he be referred to the Borough bye-laws. ' 7 ' ' *7- ; The monthly report of the Borough Poundkeeper was read and adopted. The report showed the number of animals impounded during the month to have been 17, the amount received £1 9s, and tho amount to hand over to the Borough 17s. ;7--- , r The matter of the Borough Ranger was again brought up, and the general feeling of the Council was, that the Ranger was not earning his salary. ; > Cr Carthew suggested that the tiro offices of Ranger and Inspector of Nuisances should be amalgamated, as one man might very well do-all the work. He then expressed his intention to table a. notice of motion to that effect. c The report of the Inspector; of Nuisis^ snees was read. Special attention was called to the ditch in Manchester street, above the culvert, is a few days ago, when the weather was varm, there was a bad smell from it, and f cleaned out this would be remedied. Cr Worsfold called the attention of tho Council to the unfortunate man Wells, vho was injured seme lime ago,' and had rince been dependant on charity. As the Council had the authority to grant reliet n such cases, he wouid move, That the Jouncil make an immediate grant of £5, ind also a further grant of £1 per week 'or eight weeks.
