Feilding Borough Council
An ordinary meeting of the Council was held in the Council Chamber on Thursday evening. Present — The Mayo. (in the chair), and Crs Gcodbehere, Loudon, Rutherford, Richardson, Thompson, Fowlfls, Worsfold, and Higyin.
The minutes of the previous ordinary meeting were read and confirmed.
In reply to the Mayor, Cr Thompson reported that the Cemetery Committee had not yet met, but that the matter of the business entrusted to them was in
progress. A letter from Mr Rotheram, District Railway Manager, was read, staling, with reference to tne proposed diviation alongside the railway line' of tlie KuhbolKm drain, that at an early date the District Engineer and himself would visit Feilding, for the purpose of conferring with the Borough Engineer on the subject."* Three reports from the Borough Engineer, containing suggestions and estimates for the following proposed works, respectively, were read : — (I) The diversion of the Kimbolton road drain, and the disposal of the water which runs on to the road from., various water channels, pointing out several ways in which the works might be done. (_) The erection of a bridge oyer the Makino in Marlborough street, and further formation of Giey street. . (3) Formation and metalling' of Manchester street from Eyre street to Fitzroy street, and extension of the culvert from Glasgow House to last named street. The Engineer's reports on the works ia Marlborough and Grey streets were then discussed. Cr Loudon thought the estimates were too high, and that the work could not be done out of the ordinary fund, while the work of Grey street was not in the schedule. • , , ■ , Cr Uichardson spoke of the importance of the works. ,
Cr Higgin called attention to the Jfijct that the bridge in question was scheduled, and thought the least the Council' could do was to undertake the work.'; \ : •- Cr Thompson spoke as to the desirableness of these works. ", ;( ; The Mayor and Cr Goodbehere saw no reason why the bridge nt least should not be done, as it was scheduled. ■..., Cr Higgin thought the question should be left open for the present, and suggested that the report be received. - : ■"' '■■>■'■ y Cr Loudon then moved and Cr, Goodbehere seconded a resolution to. . tljet effect. — Carried. Cr Goodbehere proposed, and Cr Loudon seconded, That with reference to the report of the Engineer relative to the.contemplated works in Manchester, street, tenders be called for the same. : and t\*ox for extending the culvert from. Glasgow House to I< itzroy street, as suggested^/ the Engineer. ; % . '. *,-' The Mayor stated what funds "were available tor works not included in tbe schedule. After further conversation the resolution wan put and earned. The Engineer's report re the Kimboltoa road and diversion of the drain was next considered. ... : Cr Loudon moved, and Cr Higgin seconded, That the Engineer prepare plans and specifications for diverting the water in Kimbolton road drain, and for the formation and metalling of Kimbolton road. "*' ■ i [••'- Cr Thompson suggested that nothing could be definitely done as to preparing plans till after the visit of the Railway Manager and I .strict Engineer. The Mayor agreed with < r Thompson. Cr Higgin thought it might be arranged for the Engineer to prepare the plans and specifications after consulting with Mr Rotheram and the District Engineer, and therefore that the resolution might ibe passed. Cr Goodbehere moved, and Cr Thompson seconded, the following amendment t — That the Engineer urge an early interview with Mr Rotheram on the subject of his letter of the 10th instant, and if a satisfactory arrangement oan be .made with him, to prepare the requisite specifications for diverting the water in Kimbolton drain, and the formation and. metalling of Kimbolton road, or otherwise to prepare specifications for an alternate scheme. Cr Loudon spoke to the amendment, which he held implied that the Engineer was not to prepare plans at all. The amendment was put and a division called tor, when six hands were put up in favor of it and four against it. It was then declared carried. Cr Thempson moved, and Cr Riehard-*' son seconded, That the Engineer be in* structed to prepare plans, and specifica»^T tions for the widening of Manchester street bridge. Cr Loudon moved, and Cr Goodbehere seconded, as an amend mon t, That the Engineer prepare plans and specifications for the erection of a new bridge m Manchester street. "'•?•• The amendment was carried. The following tenders were then opened: Railway Line Road, formation, 17 J chains— G. T. H- Lync, £19 12s ; Younger and Laing, £26 9-i ; Diamond and Wilson £19 15s; Cooinbe and Trevena, £27 17s 6d; J. Beh.t,£27-* Railway Line Road, metalling 17J chains— .l. Belfi», £50 -,'.; Diamond and Wilson, £50 6s 3d; Humphrey and Co.,
£3 7s per chain; Younger and Laing, £57 7s 6d ; G. T. H. Lyne, £48. Cumming's Road, metalling 5 chains — Fearon and Norman, £16 9s ; P. Riuk, £12 10s. The following tenders were accepted : Mr Lyne's for both formation and metalling Railway Line road, and Mr Rink's for Cumming's road. Cr Lnudon called attention to the necessity for a lamp outside the door of the Council Chamber and Reading Room. It was then resolved, That Mr Hill be instructed to provide a lamp as suggested. Cr Fowles called attention to the many complaints as to there being only one night in the week provided for getting books from the Library, which was a great inconvenience to many persons. He then moved, and Cr Worsfold seconded, That the Library be open for the issue of books on Tuesday and Thursday evenings from 7 to 8 in addition to Saturday. — Carriel. The Council then adjourned till April 3rd at the usual hour and place.
