The total a.nount offered was found to be fire millions. Tenders at £100 5s will receive 54 per cent of allotment and tl>ose above that price will receive in full. The minimum fixed was £9.S 10s. Mr - Guilders. Chancellor of the Exchequer, has informed the Colonial Agents-General that the concession recently made to Spain with regard to the duties on wine will be extended to the colonies. The communication states that the limit of thirty decrees spirit strength must not be exceeded, but adds that Mr Childers will take into consideration a proposal of the Agents- General that a sliding scale of duties should be adopted. Lihung Cbing, the Viceroy of China. arrived in Canton, aad officially notified the foreign cossuls that the approaches to the port of Canton are to be forthwith blockaded by torpedoes, but that Channel of ninety feet wide will be left for the passage of vessels along the river.
