MELBOURNE CUP. eettteb's telegbams. Melbouene, October 30. A fresh arrangement of the Ministry regarding home port folios will be made shortly, in consequence of the death of the Minister of Justice. It is probable that Mr Gillies, Minister of Railways will also tako the portfolio of Public Works.

The Billl for amending the law relating to contempt of court was brought np for discussion in the Legistative Council this evening, and rejected on a division by 19 vote's to 14.
