Oroua County Council.
An ordinary meeting of the Council was held in the Council office yesterday at 11.30 a.m. Present — t'rs Macarthur (chairman), Engels, Linton, Meßeth, Walker, Skerman, and Bailey. The minutea of the previous meeting were read and confirmed. The following correspondence was also read : — Letter and petition from Fraser Bros., and some natives at Awahuri re proposed alteration in the course of the Orona River and also some protective worksActing Under Secretary of Public Works re division of grants to Manawatu and Oroua Counties. £. J. Armstrong, to works under Roada and Bridges Con- * st ruction Act. Acting-Under Secretary Department of Justice, re Licensing districts. Kiwitea Koad Board, re Wanganui Harbor Board rates. Manawatn County Council re agreement between tho two Councils. Actiug-TJnder Secretary Public Works, re limit of grant to £5000. E. H. Wright, applying for post of Food Inspector and Inspector of Weights snd Measures. The chairman also read the correspondence he had forwarded to various parties in accordance with resolutions passed at the last meeting, as occasion had required. After some conversation on the subject of the letter and petition from Awahuri. re the river matter, it was resolved, on the motion of Cr Skerman, seconded by Cr Engels, That the Council does not nee its way to deal with anything beyond toe Awahuri Bridge, and the road nnder its control, as diverting the course of the river, however desirable it might be from an engineering point of view, as it might entail claims for compensation on tho Council for damage done by the river so diverted to neighboring property. Resolved, on the motion of Cr Macarthur, seconded by Cr Linton. That a rate of three far tli ings in the £ on the rateable value of all rateable property within the Oroua County for the period ending the 31st March, 1883, be now made, such rate to be due and payable in one sum on and after the 22nd October, 1883. Resolved, That the special rate as adrertised in the Manawatu Times . and Standard, on 22nd and 29th August for I certain properties on the Stoney Creek road to the amount of one and one tenth of a penny in the £ on the rateable value of such property he duly made. A report from the committee of tho Fitzherbert and Taonui Ridings in accordance with resolution passed at last meeting was read and adopted. Resolved, on the motion of Cr Macarthur, seconded by Cr Linton, That, con* sequent on the separation of this County from the Manawatu County, the following applications, made by the Manawatn County Council under the Roads and Bridges Construction Act, 1882, on or before December 91 st, 1882, be deemed as applications from this Council, and that the applications and relat.T. grants and works as per schedule be accepted, and the works undertaken in terms of the applications, the debentures being ™ issued and the special rates relating thereto collected by this Council, and tho whole matter dealt with as if the applications had in the first place been made by this Council, this resolution being made under section 6 of the Roads and Bridges Construction Aot, 1883: - Kimbolton road £1,699 5s 6d, granted £637 4s 6d ; Mackay's road £3,114 105, granted £1,167 18s 8d; Halcombe-Sanson road £581 ss ; Stoney Creek road £464 Bs, granted £811 12s lid *, Halcombe-Kakanki road £4302 Is 9d, granted £1613 6s 7d ; Bsnnythorpe - Palmerston road £1440 15s, granted £540 6s fid ; Fitzherbert road £5121 17s 6d, granted £1920 14s. man, seconded by Cr Walker, That the Council approve the action of the chairman in agreeing to share the expenses incurred by the Kiwitea Road Board in suing the Wanganui Harbor "Board for rates. . . The following tenders for works were then opened :— Three bridges-H. Dickie, L 13 0; J. Porthouse, LBB 12a. Stoney Creek road-J. Aitken, LlB7 10s. Kakariki road— Tr- Foote and J. Keaphey, LllO7 8s lOd ; F. Berendt and H. Burr, LIOB7 16s 6d ; James Quarrie, LlO9l 10« 6d; J. Aitken, LU37 10s. Mackay's Line—Nathan and McCarty, L 740; Younger and Laing, L 832 10«; J. Aitken, LBB7 10s ; T. -mith, L 997 16s- Collection of rates at per cent.-E. H. Wright. 4|. ; F. Mowlem, A\ ; B. Goodbehere, 3 ; C. Bray, junr., 2|; T. S. Hoe, 3. Resolved, That the lowest tenlers for works on Makay's line, Kakariki road, Stoney Creek road and bridges on the Boundary road be accepted. Resolved. That tl c tender for the collection of rates by Mr Bray, junior, at 2 and £ per cent be accepted. hesolved, That tenders be called for metalling Kimbolton road, from the end of the present metal a« far at the grant will nllow. ._.,_. • 4 L. Cr Skerman was appointed to sign the rate book instead of Cr Sly, who was Resolved, on the motion of Cr Walker, seconded by Cr Engels, That the Crs for Fitzherbert be authorised to arrange with Sir James Prendergast as to the cutting of a drain through his property, to drain j a swamp on Fitzherbert road east, and j that fiie engineer be instructed to draw up plans for same. Resolved, That tenders be called for expenditure of balance of money available for road from Halcombe towards Feilding from present metal. Account?, amounting to £56 12s 9d were passed for payment. The Council then adjourned till the last Wednesday in November, being the time, according to the Act, for tbe annual meeting.
