The mode of election is to be by the system known as Ilake\* system, each I-lm.i forming cm; constituency. The members elected are to sit for ton years, and of the present members onehalf of those other than Maori members are to retire in January, ISSS, and the remainder in January, 1890. * Parliament was prorogued at 3 p.m. to-day with the usual formalities. Owing to the lateness of the hour at which the " speech from the Throne " was received we are unable to publish it in to-day's issue. After such a barren and wasteful session as the one just closed, the " speech " will certainly prove " flat, stale, and unprofitable."
