The Argus to-day publishes an outline of a new defence scheme, and states that it is proposed to disband the Volunteers anl establish a Volunteer Militia of 1600 men. It is also intended to obtain several officers and sergeants from England to control the force, the total strength of which in ca Fairy, infantry, engineers, and artillery, will be 2600 men. The Argus, in a leading article to-day, considers the action of the Victorian Government in regard to the proposed annexation of the New Hebrides Islands as somewhat premature, and calculated to defeat the end in view.
