The Borough Loan.
Some of the burgesses are apparently under the impression that if the £0,000 loan be obtained, the money can be spent as the Council thinks proper, and are afraid the schedule of works might not be carried out in its entirety. We can altogether undeceive them on this mutter. The money cannot legally be spent in any other way than that provided by the schedule laid down, and should this be departed from, any single burgess may sue the whole Council, or any one Councillor, and recover such amount. Tiicre is no doubt that the brink overdraft having been paid off (for which the said schedule provides) many minor works would be done simultaneously with those i specified in t lie schedule, btif such works
would be paid for out of the ordinary revenue. We repeat that the matter is entirely one of law. The Council cannot be guided by choice in the expenditure of the loan.
