Resolved, on the motion of Cr Higgm, seconded by Cr Lewers, That tlie report of the Finance Conimittee as read be adopted. A somewhat lengthy discussion ensued as to the working of the Finance Committee, and it was proposed by Cr Loudon, seconded by Cr Goodbehere, That the Finance Committee be discharged. Cr Iliggin opposed the resolution. He thought it would be far better to fix the quorum of the Finance Committee at two instead of three as at present. Cr Rutherford spoke to the same effect. Cr Higgin proposed the following amendment, That the quorum of the Finance Committee be reduced to two members. This was seconded by Cr Rutherford. Cr Loudon spoke against the amendment, and advocated the referring of the accounts of the Council to one member, along with the Town Clerk, and in case of doubt to refer to the whole Council. Cr Lewers spoke strongly in favor of the amendment, which was then put as a substantive motion and carried. Resolved, on the motion of Cr Loudon, seconded by Cr Rutherford, That the Council meet again on Thursday the 24th instant. The Council then adjourned.
