OUNTIES v HIGHWAY BOARDS.

TO THE EDITOB OF THB FEUDING, STAR. Sib, — As the question of Highway Boards versus the County Council is now being considerably disci: sjed,. I will be obliged by your giving me space to express some of my views on the subject. The .VI anawatu County appears to me to suffer from over-government. It has a County Council and five or six High* way Boards, each with its expensive staff of Engiueers, Clerks and other officials, und each incurring heavy expenses for printing, advertising, &c. To me this is a piece of the grea f est folly and an idle waste of public money. If we had a separate County, all tlji^e Highway Boards could be clone 'away with, and the ratepayers would saTsh'nhdrec's of pounds annually, which could his devoted to other and more prcfi'able works. Some ratepayers nar Dep'tgudieed in favor of a united County.! trader, the Acts of 1882 the County ; may; be divided, and the Highway Boards abolished, and a Eoad District formed. The Counties Act may be suspended and the members need only meet once a year. W transact formal b isiness. When this is the case I cannot see why we should not confine ourselves to a separate Couffcyj if it will enable us to be governed, byonly one body. In Eangitikei there is but one County and one Highway Board, and if that district were cut up in the same manned as Manawntu, the settlers would rise to a man and kick against it. How the Manawatu settlers allow themselves to be taxed, and their funds squandered by soinany Highway Boards is inexplicable to me. :; . P\In conclusion, I think the time has arrived when the Manawatu County should be divided into two districts, with a Council for each division, to meet monthly as well as anually. The Highway Boards nould be abolished under/ this, system, and I am sure the new Council could perform their work much cheaper and give greater satisfaction to the set-, tiers in each County. — I am, Ac., Robebt Mcßeth., Kiwitea, January 26th, 1883.
