FRANKLIN COUNTY.
MONTHLY MEETING OF GOI'NGIL. The monthly meeting of the Franklin County Council was held on Thursday when there were present : Crs H. Wicox. T. W. Woods, E. C. Cuff, B. Charles, G< W. Heal'd. H. O. Mellsop, and the County Clerk (Mr Alan P. Day), Apologies for absence wdre l-eceiv-ed from the' County chairman (Cr W. Claud. Motion) and Cr J. R„ Lowry, both of whom at e iin Wellington on business. They were granted leave of absence. The engineer (Mr J. F. McArthur) who is indisposed was also absent, an apology being' received. Councillors expressed regret at Mr McArthur’s illness and expressed the hope o.f a speedy recoverey. Hospital Levies. In reply to the Council’s letter on the subject, the Minister of Health, Hon. C. J. Parr, stated that it was anlikdly that legislation altering hospital levies would be passed this year. The matter was being carefully considered by tha officers of the department.—Received. Proposed Road. The Marine Department, Wellington, stated with reference to the proposed road Alisop’s Bay to Manakau South (Head, that the' question of what amount .the Government would provide would be dealt with in the Public Works Estimates.—Received. Greek Obstructions. Mr G. Millett, Orua Bay. in repiy to the Council’s notice osnferjng the cleaning of obstructions from water course,,at Orua Bay, applying for an extension of time till the end of February, 1923 to do the work re-quired.--Cr -Mellsop said the request was a reasonable one, and he moved thatt an extension to the end of January be given.—Carried. Ararimu Road # Mr S. Aicken and seven others wrote with reference to the state of Ararimu main iroad from the post office to Drake’s gate.—Referred to Cr Lowry and engineer to deal with. A Request. Mr C. Davis. Rama Rama,, applied for permission to fence in and /use blind road on the western boundary of his land.—The request was granted, subject to the usuarl conditions. A Bad Road. Mr W. Rhind Papakujra, wrote with reference to the state of the road near his property, Papakura, and the necessary (formation work required for same. He also complained of the logs on the road near Smith’s gate and requested the Council to take action at once to have these obstructions removed, —Referred to Cr Lowry and engineer to deal with. Paerata 10 per cent. Loan. Thq State Advances Office, Wellington, advised that the Council application for the Paerata 10 per cent, loan off £6OO had been granted. The necessary debenture was fonv.. d 1 for execution.—-The necessary .signatures to Lhe debenture are to be tachedUndedicated Road. Mr C. P„ W. Longdill Auckland, requested the Council to take whatever steps were required to make Cameron Place, Djrury township, a dedicated roadj, and also /to put some metal over the culvert on this road to make it passable for wheeled traffic. —Left to the clerk and engineer to see what . aqtion is necessary in the matter Application for Permission. Mr T. W. Lapwood, Tuakau, applied for the right to dig gum on the unused portion of road fronting lot 54 Tuakau South.—Left to Cr Wilcox and engineer to inspect with a view of ascertaining whether it would interfere with River Road. A Boundary/ Road. The Tuakau Town Board wrote requesting the County engineer to make an appointment with the chairman of the Town Board to inspect the piece of Buckland Road forming the boundary between the Town District and County, to see* what requires to be done. —Cr Wilcox to look (into the matter. Leasing of Road. The Commissioner of Crown Lands (Auckland) advised that it had been decidedj that tenders be calUed for leasing pant lot 52, Pukekohe Parish, from year to year. It was decided to reply that there was little chance qf the" area being leased from year tq year, the term not being Uong enough. Removal of a Mouse. (The Commissioenr of Crown Lands Auckland stated that Mr Clark Native) had asked for pei mission to remove house on lot 74, section 3, Pukekohe, and he had been told that pending a decision in "the matter he must not attempt to remove the building from the Hand. —-Received. Proclamation. The Public Works Department. Wellington fdrwarded copy of proclamation taking and closing roads in allotment 314, Parish of WaipijAj (formerly Henare Kaihau’s estate).—Received. Cleaning Mauku Creek. Mr W. T. Daxeley, Bukekohe, asked the Council to continue the proposed scheme for cleaning Mauku Creek up as fan as the Tramway Road by Soldiers’ Settlement.—Lqft to engineer and Riding member to meet on the spot to ascertain what is required. Public Spirited Offer. Mr W. T. Daxeley. applied for permission <to use White Cliffs Beach, plant trees and generally improve the reserve, stating he would like some protection for work being done. —Cr Cuff was deputed to confer with Mr Dazeley or. the subjeet. Councillors appreciated to the (fullest such a public spirited offer. Grlants and Subsidies. In (reply to the Council’s '.letter forwarded to the Rt. Hon. the Prime Minister in regard to Government grants and subsidies for works in the Glenbrook and Mauku districts, the Minister of Public Works. Hon.
J. G. Coates, advised that the Council’s representations would receive his careful consideration in connection with the complication of the Public Works Estimates which are now under review.—Received. Special Ortf|er s Confirmed. On the moSi-on of Crs Wilcox and Heald special orders, adopted at 'last meeting, authorising the raising of Antecedent Liability Loan of £9OOO and Reid Road Glenbrook Loan of £3oo(\ were confirmed. Special Rates as Security. It was decided to staiße a special rate of 1.13 d in the £ on the capitail value qf rateable property in the County as seau.riiity far- the £9OOO Antecedent Liability Loan, and 5-8 d in the £ over the Reid Read Special Rating area as security for Reid Road-Glenbrook Loan. Antecedent Liability It was pdl-nted out that as far as the Antecedent Liability Loan was concerned the interest) and sinking fund will be paid out of the general fund, each Riding to bea v ifs proportionate share, according to its liability. The rate of lH3d is merely a hate of security and would, not be collected'. Roads to be Patched. Cr Charles urged that some patching be done on the road from Great South Road to the Jesmond bridge as soon as possible..—Left to engineer to inspect and have attended to. Riding Boundaries. The question of altering Riding boundaries and the matter Riding representation was considered but it was decided thait no alteration should be made at the present time. Irk connection with the Buckland Welfare League’s request for the incluson of a part of Pukekohe West in the Bukekohe East Riding, and also the suggestion that a new Riding be cut, to be called the Buckland Riding, it was decided to reply that the feeling of the Council was that no alteration should be made this year. It was pointed out that Buckland was particularly well served. Hunter’s Road, Paiumahoe. Mr Joseph Henry and four others, Patumahoe. requested the Council to I‘drm a special rating area and raise a loan of £I2OO from the State Advances Office for the purpose of legalising and constructing the Patumahoe to Hunger’s Roadi—Left to Cr Cuff and the clerk to interview the petitioners on the matter! of the raising of the loam as it was possible the Sfate Advances Office would not have the necessary monev available.
