FRANKLIN COUNTY COUNCIL.

MONTHLY MEETING.

The ) monthly meeting of the Franklin County Council was held yesterday; when there were present : Grs. W, Claud Motion (chairman), H. Wilcox, B. Charles* E. C. Cuff, T. W. Woods, R. T. Reid, J. R. Lowry, J.. Dean, G. W. Heald, the clerk (Mr Alan P- Day)*: and the engineer (Mr J. F* McArthur). An apology for absence was received from Cr H. O. Mellsop on account of illness of Mrs Mellsop. Commemoration of Armistice Day The Prime Minister (Rt. Hon. W. F. Maslsey) forwarded a circular giving textt of cablegram from the Secretary of Stajte for the Colonies respecting the observance of Armistice Day), by two minutes’ silence, commencing at 11 a.m.— The request was given effect to.

Proposed Farm College. •

The Rt. Hon. W. F. Massey wrote with reference to the provision of a farm school or college at Ruakura Farm of Instruction. Mr Massey started that he had placed the matter under the notice of the Minister of Agriculture, who advised him that it was his intention that the Department of Agriculture should extend its educational work, and in doing so full consideration would be given to the proposal outlined by the "Auckland Education Board. At present the extreme stringency of finance could not, however, be ignored in this direction.—‘Received.

Main Highways Bill.

The New Zealand'Counties’ Association forwarded reports of deputations to .the Hons, the Minister of Internal Affairs and Public Works, in connection with the Main Highways Bill.— Received.

Rural Mail Delivery Fee.

The Woodville County Council solicited the Council’s support to resolution passed protesting against imposition of a rural delivery tee. The chairman\ pointed out the government was out for finance and'unless something of the kind was done the land be taxed further. No action was taken. The letter was received. Waiau-Ka,raka Loan.

- The Public Trust Office, Wellington, stated that £SOOO had been remitted to the credit of the Council, being an instalment on the Waiaq-Karaka loan of £27,ooo.—Received. There is s,till an amount of £SOOO to be received next year. :

it was decided to support the Rangitikef Coupty Council ih its resolution asking the Government to_introduce legislation to exempt. Coupty Councils fropi the Arbitration Cour»awards.—The clerk was instructed to convey ( the resolution' to the Prime Minister, member for 'the district.

Machine Loan.

The Public Trust Office, Wellington, stated that £3OOO on machinery and plaift loan of £IB,OOO had been remitted to the credit of \the Council. —Received.

White Cliffs Beach Road.

The Chief Surveyor, Lands Department, forwarded approved plan of road proposed ’to be taken from Allotment M, 23, Parish of Waiau, for further action (White Cliffs Leach Road).—The clerk stated the area proposed to be taken amounted' to about 10 acres. This land is ’to be taken under the Public Works Act, and the clerk was instructed to take the necessary action. .

Road at Graham’s Beach.

Mrs C. Evans wrote wi*th reference to drainage from road at Grahgm s beach flowing on to her property, and complained of the damage done to her land.—Referred to engineer and Cr Mellsop®to look into. Greek to be Cleaned. A firm of Auckland solicitors, on behalf of Mr A. V.. Johansson, wrote requesting the Council to serve a notice on the owner of Section 15, to clear obstructions from the creek used by Johansson for drainage purposes.—The clerk was to serve the necessary notice to have the creek cleaned. Proposed Memorial Site.

The Drury Soldiers’ Memorial Committee requested permission to erect a war memorial on triangular piece of road between Drury Hall and present Post Office.—The engineer stated that he had ,the proposed spot pointed out to him, and found it was in the centre of the road.—lt was further pointed out that if it was placed there it would be a danger to the travelling public. It was decided to reply stating that jthe site was not a suitable one. The engineer was instrdcted to look into jthe matter with the committee, to see if some suitable site could be arranged. > Meta! Wanted. Mr G. Kinloch, Drury, wrote asking for metalling jto be done on road between Mr H. Cossey’s corner and Mrs Chamberain’s bridge.—lt was decided to reply stating that at present no funds were available for metalling. Papapata Road. Mr J. Rudd and eleven others drew attention jto the state of 'the Paerata Road between end of metal and Wyatt’s Hill, also requested that spawls on the Paerata Road be crushed and spread before next winter,. Cr Lawry said the road was receivipjr attention. It was decided to reply stating that the crusher was m the Drury 'district, and the spawls would be crushed as soon as possible.

A Bad Footpath. A Drury resident complained of the bad state of the footpath between the Drury stores and Drury school, and stated something might be done, while the mental crusher was at work there. He also stated thafc there were some blackberry on the path.—Left in the hands of the engineer. Opaheke Half-chain Road. Mr T. Day, Opaheke, wrote stating that the bridge on the half-chain road, Opaheke, near railway station, required repairing and culvert put in near his wester nboundary.—Some work on this road is to be put in hand this summer. Slaughterhouse License. Mr W. L. Elliott, Papakura, applied for a slaughterhouse license.—lt was decided to approve of the license, and the clerk was instructed to forward the Council’s approval to the Stock Depautment. Creamery Road, Hunua. Mr F. S. Hirst, Hunua, wrote drawing the Council’s attention to state of unformed / portion of Creamery Road, Hunua.—Cr Heald said that the road wanted attending to. it was decided to reply stating that a Government grant had been made, but had subsequently been cancelled, but the Council would make application to have it reinstated.'. IVlercer Quarry Reserve; Mr C. P- Ryan, of Mercer, wrote applying for lease of Quarry Reserve at Mercer for grazing purposes.—Left to Cr Dean to attend rto. Request Granted. The Patumahoe School Committee was granted a yard of metal for the entrance to the school. V Another “Dirty” Creek. D. Silva and J. Needham, . Puni Soldiers’. Settlement, asked the Council to take action to enforce the clearing of obstructions from watercourse in properties below theirs at p un i.—Cr Woods explained the position,, and on his motion it was decided to serve notices on those concerned. .. ' Permission Granted. A firm of Auckland solictors applied for permission, on behalf of a cliopt, to lay a waterpipe across main Wai-uku-Waipipi Road. Permission was granted, subject to ‘the work being done to the satisfaction of the engineer. Bryant’s Road. Mr H. B. Lindsay, Karaka, Papakura, referred to some formation required on road past his property, known as Bryant’s Roach— Left to the engineer and Or Charles to look into. Straying Cattle. The Aka Aka Drainage Board wrote drawing attention to large number of cattle straying on .the roads at Aka Aka, and requested tha>t the Council take action to minimise this general nuisance. Councillors stated that quite a number of cattle strayed' in their Ridings. The chairman poinited out that each Riding member could take action to remedy .the nuisance. It was decided to reply to the letter stating the Drainage Board coula take action under jthe Public Works Ac .

Beach Road, Papakura.

. Mr T. Clements, Beach Road, Papakura, wrote asking for information a? to revenue of Drury Riding anc Drury Road Disrtict portion of same.
