BOROUGH COUNCIL.

ORDINARY MEETING. The ordinary meeting of the Borough Council was held on Monday afternoon, instead of in the evening, cm account of the annual meeting of the Franklin Racing Club falling on the same evening. This course was decided on in view of the fact that the majority of Councillors are members of the Racing Club. There were present: The Mayor (Mr John Routly), Crs G. Armstrong, A. P. Daysh, F. J. Morrow. Jas. Kennel ly, Thos. Brownlee, J. Paterson, D R. Hamilton, the Town Clei'k (Mr 1. F. Deane), the Electrical Engineer (Mr W. Wyatt), and the Foreman (Mr S. Clews).

An apology for absence was received from Cr R. H. McGough. Seddon Street Path.

,Qn behalf of those concerned, Mr J., Duncan requested the Council to form a footpath in front of newlyerected dwelling's in Seddon Street. If the Council considered kerbiug and channelling, the residents would be prepared to pay a portion of the cost. —Referred to the Works Com--mittee for report. Crossings Wanted,

The St. Andrew’s Church Committee applied for the provision of two concrete crossings opposite the gateways of the church property, and also for the water tables to be cleaned out.

On the motion of the Mayor, seconded by Cr Morrow, the matter was referred to the Works Committee, with power to act, and that a representative of the Church Committee meet the Works Committee on the site at 3 p.m./Yn Monday next. Cr Paterson suggested that the matter of kerbing and channelling the street on both sides from the end of the present kerbing and channelling to Harris Street.—The matter was referred to the Works Committee for a report. / Spawls and Scoria.

It was decided to place orders for 20b yards of spawls and 2000 yards oi scoria, so that a number of tbe streets could be repaired during the summer months.

Tiie foreman reported that eighteen trucks of spawls haj arrived, and had been dumped for crushing. When these were crushed the metal would be used for patching various roads and streets. • • Wafer Connections.

The Mayor reported that several roads had been opened up •by the waterworks staff for the purpose of laying water pipes. As a result ,there was a decided bump in the roads. He thought the trench work across roads and footpaths should be done by 1 the roading staff, and the Mayor’s suggestion is to be put into operation. House Rubbish. Cr Daysh suggested that a day be set apart for cleanring house rubbish. As in in former years the Council’s drays would collect the rubbish if deposited by house owners in a convenient place. In the case of more than one load, a fee of 5s is to bq charged for extra loads. The matter of arranging a date was left in the hands of the clerk and foreman.

Edinburgh Sireei.

Cr Patterson asked Cr Daysh (chairman of the Works Committee) if it was possible to have Edinburgh Street to Harris Street attended to. The Defence Department, he added, were erecting a drill hall in the street, and he maintained ' something should be done.

Cr Daysh replied that the committee had a. large number of works to bo put in hand, and it was not launching .out on any new works until the summer months. Sexton’s Wages.

Cr Daysh ' contended that the fee the sexton was receiving for digging graves was totally inadequate, and on his motion, seconded by Cr Kennelly, it was decided to increase tht fee to £1 for digging adult graves. Cr Patterson dissented. Auctioneer's License. Mr E. G- Brassey applied for an auctioneer’s license, which was gianted. Moose's, Bush. Witha view of making Roose’s Bush attractable to the public, the \\ orks Committee was instructed to inspect and report on some proposed course of action at next 1 meeting of the Council. Offer to Beautify Park. The Franklin Beautifying Society advised that it was prepared, to organise a “working bee ’ to put Roulston Park in order if the Council would supply an overseer to direct the work.

Cr Patterson suggested handing the park over to them to look after, and he, moved that the Beautifying Society be written to offering the control of Roulston Park for twehmonths, and that the Council grant the Society £lO and the fees from the tennis courts.

The Mayor seconded, and the motion was carried.

Cr Armstrong said a live fence is to be put up on one boundary. He

moved the Council supply the hedging plants to the Beautifying Society. The Mayor seconded.—Carried. Whangarata-Pokeno Road.

The Mayor was appointed the Council’s delegate to a meeting of the Auckland Chamber of Commerce, to. be held with a view of urging upon the authorities the advisability of constructing a road along the route of the old railway line, between Mhangarata and Pokeno. Monks Committee Report. The Works Committee reported as follows

Footpath: Edinburgh Street from King Street to Mr Cooper’s residence. —lnstructions have been given to have this footpath tarred as soon as. the foi'eman has time to do the woi’k-

Footpath in West Road, between Messx’s Wild and Morris’ residences. —This matter is l-eceiving attention. J. W. Andrew’s Crossing, etc.— The committee has instructed the foreman to put scoria on the roadway from the edge of the piesent ir.etal to the cui‘b, and provide the five ci’ossings asked for, with dished crossings to the concrete kerb, Messrs Andrew to pay the- cost of labour and material for ci-ossing, and also the .hail cost of scoria for the xoadway. W. Fleming’s application i-e shed. —The committee recommend that .pei’mission be granted to erect the shed on skids, with iron walls and rcof. same to be removed at any time when requested by the Council to do SO4 Instructions have also been .given to write Mr Fleming in strong terms in refei-ence to the state of his back yai’d, and also in reference to burning rubbish close to a building erected in inflammable material.

Cemetex-y Charges.—The committee recommends that the resolution of the Council passed on December 1, 1920',. fixing the fee payable for enclosui’e of graves and erection of monuments at 5 per cent, of the cost of the work done be rescinded. The report was adopted. Electrical Oommittee’s Report.

The Waterworks and Electrical Committee l-eported as follows :

Mr Munro’s application for eletricul connection and sanitary service. —This matter had been deferred, pending a further report from the engineer on the matter as to the cost, etc., of electrical connection, but the committee cannot see its way to help the applicant with the •sanitary service, as his house is : situated so far outside the sanitary area. Water chai’ges to School Committee. —The committee recommend the Council to make a rebate to the .School Committee of £lO on the charge for extraordinai-y consumption for the- half year ending March 31. 1921. Electric flat rate.—Decision on this matter has been deferred pending a report from the engineer on this and other mattei*s in connection with the awter and electrical departments. This report will probably be available for the next meeting of the Council. Half Inch Pipe Purchased.

The committee report having taken advantage of an opportunity to purchase 1400 ft of 14-inch pipe at 4d per foot, whjph will be required in connection with several extensions already authorised. The report was adopted.
