(Rec. noon.) RUGBY, Aug. 2J. The Silver Star, one of the highest United States military decorations, was awarded Brigadier-general (J. Eaker, commanding the United States Eighth Air Force Bomber' Command, and Colonel Frank A. Armstrong, commanding the first All-American squadron to bomb the enemy in occupied Europe. Both General Eaker and Colonel Armstrong participated in the successful bombing of Rouen on August 17*
