LONDON, September 27. (Received September 2S, at 8 a.m.) A Shanghai message reports that it! is authoritatively stated from Tokio that the Emperor has sanctioned tha alliance with Germany and Italy, which has not been signed pending the Privy Council’s ratification. This is expected daily, due to the radicals clamouring for early announcement of the alliance. It is understood that Heno Stahmors,. Hitler’s representative, assured tha Japanese that the Russian-German Pact is working well. For this reason ho urged Japan to turn to Russia.
A Tokio message states that diplomatic circles believe the present Go. vernment is prepared to defy England and America because of the promises of German support.
The Japanese Cabinet announced th« appointment of 10 permanent "managers for the establishment of the neiy national structure, including the Axisminded Siego Nakano,' Colonel Kingoro Hasljimoto, and the Domei Agency’s President, Inosuko Furuno. Count Yoriyasu Arima, Prince Konoye'a friend, was appointed director-general.,
