King Michael issued a decree proclaiming that the structure of the State henceforth would be totalitarian, and foreign policy would be based on the Axis. The Iron Guard would be the only party recognised. General Antonescu, who becomes “State leader,” announced the formation of a Government in which seven of the 12 members of the Cabinet will be members of the Iron Guard. It is understood that the Government was formed under strict German supervision. The decree declared that Rumania becomes a National Legionary State ” aiming to benefit the people morally and materially. The Iron Guard leader, Horia Sima, has been appointed vice-Premier and commander of the Legionaries, and Luca Stnrdza has been appointed Foreign Minister.
