SOVIET NOTE TO GERMANY
INTEREST IN DANUBIAN QUESTION INSISTS ON BEING REPRESENTED AT CONFERENCE LONDON, September 13. Russia has informed Germany that the Soviet insists on taking part in all discussions affecting the position of the Danube. The official Tass Agency states that a Note was sent to the German Foreign Office in Moscow referring to the proposed international conference in Vienna, called by Germany, for the purpose of Settling the Danube question, and stating that as Russia has a border on the Danube it insists on being represented at the conference. Russia has also protested to Rumania against an incident which is stated to have occurred recently when Soviet frontier guards were allegedly fired upon by - Rumanian troops on the border. INTERESTED PARTY SOVIET DETERMINED TO PARTICIPATE LONDON, September 13. (Received September 14, at 12.35 p.m.) The Moscow correspondent of the Associated Press states thatxM. Vishynsky is reported to have informed von Schulenburg (the German Ambassador) that Russia could not remain indifferent to Danubian questions, and must participate in all decisions regarding them.
