The Premier, Mr Maurice Duplessis, announced that Quebec will hold a provincial general election on the Federal war legislation’s alleged invasion of constitutional rights. The Federal Government actually made the utmost effort in the war measures to avoid the racial cleavage caused in the World War by the introduction of conscription. The regulations controlling finance and industry authorise much regimentation* but they have been applied in a lighthanded manner. The purpose of exchange control, which has apparently given Mr Duplessis. an excuse for claiming that Quebec’s autonomy has been infringed, is to conserve Canadian financial resources. It is an emergency measure and strictly constitutional.
