NEW APPOINTMENT ANNOUNCED WIDE POWERS (.Per United Press Association.] WELLINGTON, September 13. Under the Building Emergency Regulations gazetted to-day, Mr A. Tyndall has been appointed Building Controller. His post as Oil Fuel Controller has been taken by Mr G. L. Laurenson, Commissioner of Transpon. Tho function of the building controller will be primarily to organise and promote the undertaking of constructional works according to their importance in the public interest. He has power to stop work in progress, and regulate, restrict, and control the use, sale, supply, distribution, and disposal of building materials.'
