AMERICA PREPARED TO KEEP PACE Press Association —By Telegraph—Copyright WASHINGTON, October 7. The British proposal to the United States and Japan with regard to a renewal of Article 19 of tho Washington Naval Treaty met with comment which is interpreted to signify that the United is prepared to keep pace but will not initiate a naval race.
