QUESTION OF FORTIFICATION Press Association—By Telegraph—Copyright LONDON, October 7. (Received October 8, at 10.5 a.m.) The British Government has approached tho United States and Japan regarding renewal of Article 19 of the Washington Treaty of 1922 to maintain tho status quo regarding nonfortification of islands in the Pacific, ATTITUDE OF JAPAN. TOKIO, October 7, (Received October 8, at 1.30 p.m.) The Foreign Office has not yet received the British Note regarding the Washington Treaty. It is believed that Japan will approve of the spirit and aim of the proposal, but will carefully consider the reply, because the areas concerned, chiefly Borfin, Loo-Choo, and’ the Formosa Islands, are vital to home defence, while England and the United States are restricted only in regard to outlying possessions.
