(Received October 8, at 1.30 a.m.) ' There was an uproarious beginning to the Labour Conference at Edinburgh when the chairwoman, Mrs Adamson, announced curtailment of the discussion on a motion to permit Communists to affiliate in order to allow tho Spanish delegates to address the conference. Pandemonium broke out, but the closure was applied. Mr Rhys Davies, in opposing affiliation. said; “For every Communist gained wo lose scores of working class Socialists. I hope once and for all to tell tho Russians, Germans, and Italians that we arc capable of deciding what political institutions we want.” Tho motion was rejected by 1,728,000 votes to 592,000.
