FOOCHOW, October 6.(Received October 7, at 1.30 a.m.) The notorious bandit, Lim Keean, and his gang, who for years have terrorised outlying districts, have joined the Government, which has appointed them public protectors, paying a lump sum of £llO monthly for their services.
