FRENCH MINISTRY'S REPORT ONLY JUST SATISFIES REQUIREMENTS Press Association—By Telegraph—Copyright PARIS, October 1. (Received October 2, at 1.30 a.m.) The Air Ministry’s report on the Flying Flea, based on full-scale tests in a large wind, says: “Even with a fairly powerful engine it has a performance only just satisfying the requirements of a certificate of navigability.” It adds that the machine has a centre pressure always of over 45 per cent, sternwards, which is dangerous because the machine is unrightable when longitudinal instability causes a dive. The Flying Flea also suffers from lateral instability and poor handling qualities.
