TO THE EDITOR. Sir,—The granting of one bag of bright coal and two bags of dull a month surely savours of cold charity. How long will a Government humane in its outlook employ servants to intercept its good intentions and rob the poor of what is set aside for them, and how long will the public tolerate those members of the Charitable Aid Board who are more concerned about cash balances than suffering humanity? —1 am, etc., G.
