They believe these statements are true whether war is conducted by a single nation or an alliance of nations, or a league of nations. “We will neither participate in war nor prepare for it,” states the manifesto. “We proclaim the need for the immediate summoning of a world conference in order ,o settle economic and territorial grievances.”
